Default character encoding for new outgoing email in Uktainian version of Thunderbird is ISO-8859-1 - see http://mxr.mozilla.org/l10n-mozilla-beta/source/uk/mail/chrome/messenger/messenger.properties#233 It looks like mistake cause ISO-8859-1 is not intended to be used for Ukrainian alphabet ( see http://en.wikipedia.org/wiki/Ukrainian_alphabet#Encoding_Ukrainian ). Please, consider to change it to UTF-8, see https://groups.google.com/forum/#!topic/mozilla.dev.l10n/PH7tF9m8vUY for more info.
