1. setup sync by signing into fxa
2. select all the sync data types in prefs
3. select sync now
4. restart browser
5. look at sync data types in prefs, click on the pref dialog frame

actual: all are selected and upon dragging the window around, preferences and add ons are deselected.

expected: they should all be selected, as that's how I sync'd last.
