Spell checker dialog is non resizeable however is does not fit if Windows display is set to 125%

Details

Windows screen resolutions are offered as 100% 125% a50% and change the DPI accordingly. The spell checker dialaog (and others probably) is set to non resizeable so the large text simply does not fit into the dialog. Make the dialog resizable so that when text fitting issues ariser the user can correct, rather than complain and Thunderbird remembers the setting.
