Steps to reproduce:

Open the panel menu.


Actual results:

There's a "Sign in to Sync" button which occupies a lot of space.

And it's useless, because some people don't use Sync but can't hide that item, and people who use Sync can use Sync button.


Expected results:

It should be smaller.
