The system browser app is a bookmark (implemented in bug 938288). Right now, all bookmarks are deletable for Homescreen until now at least

In the longterm I think UX is thinking about having a simple landing page with rocketbar in an expanded state. It seems like if we have that it would likely no longer be a bookmark. Just commenting in case that would affect architectural decisions.
