Pre-requisites
1 - SIM unlocked
2- CC FTU still pending

STRs:
1 - slide down the utility tray (see that New SIM inserted status in shown within the CC widget)
2- go to settings->enable airplane mode
3- disable airplane mode
4- slide down the utility tray - No SIM inserted/SIM locked status are shown within the CC widget (seeing one or another will depend on the velocity on sliding down)
5- Tap on CC widget -> Enter SIM pin screen is shown -> KO, currently tapping on CC widget when SIM card is not ready shouldn't launch CC app
6- Insert PIN code
7- Locked SIM card message is shown

Expected result:
so in step 5 following the current implementation (CC widget is only launching CC app when SIM is unlocked/ready), CC widget shouldn't  launch CC app when SIM card is not ready so a fix is needed here to have a coherent behavior of CC widget under the current expected implementation

Not resolving now. Cancelling the PR and waiting for UX definition in bug 967582.

This is an undefined behaviour. We already have a US waiting for UX input to define Cost Control behaviour in non fully ready SIM scenarios such as "Wi-Fi only", "airplane mode", "airplane mode but Wi-Fi enabled" and so on.

The widget specification will be provided in that US as well.

The US is filed under bug 967582.
