We need to access argument variables passed into Firefox, so can deprecate addon-only 'static-args' in cfx: https://developer.mozilla.org/en-US/docs/Chrome/Command_Line

No, this is more for supporting node modules within addons, and dependencies that use the `process` global already on npm
