Steps to reproduce:

1. Start Firefox and open some tabs.
2. Simulate a Firefox crash/power failure by ending Firefox's process.
3. Start Firefox again. The about:sessionrestore page will come up (though its URL will not be visible).
4. Try to navigate the listbox with the keyboard.


Actual results:

The left and right arrow keys work to open and close window objects and the tabs within them, and the spacebar works to select/unselect items, but the up and down arrow keys do not change the selection row. This makes it impossible to navigate the listbox by keyboard.


Expected results:

The up and down arrow keys should be changing which row is highlighted. This was the case in Firefox 22.0 and is not the case in Firefox 26.0 and 27.0. (I have not tested with 23.0 to 25.0.1, so cannot attest to when this bug first appeared.)
I should add that the problem persists when using Firefox's Safe Mode, so addons are not the issue here.
