The vagrant installation no longer works, and nobody seems to know how to unblock people who get stuck. We should just remove the vagrant docs since neither they nor the instance are being maintained.

I see a lot of files paths to vagrant in the puppet files; are those puppet files going to be of any use (are they now?), or should I just clean those out while I'm at it?
