This bug is originally reported in bug 964974 comment #14.
I can reproduce this issue with below conditions.

Repro Steps:
- Set preferred network type to 'GSM'.
- Enable data connection. (Should have Edge connection)
- Receive a call from a second device. 
- Turn on Airplane mode. (During the active call)
- Wait 30 seconds.

Build:
- Device: Unagi
- Gecko: 166803:2c366892729d (m-c)
- Gaia: e6b5fc463f (master)
