I messed up the migration day on the l10n dashboard, and only realized today. Filed bug 968163 to make that harder.

The fallout is that we're shipping all locales in 28 Beta 1 with the status of 27.

This affects both Desktop and Android.

The next beta should be fine, I cleaned up the data.
We fixed this in the respin of 28.0b1
