Details

There are no latest localization builds for Firefox 30 for win32 on FTP: ftp://ftp.mozilla.org/pub/firefox/nightly/latest-mozilla-central-l10n/ (they exist only for linux).

The builds are all present for Feb 7, but there is some fallout from caching changes in Nightly the last few days. The latest builds will show up if you force reload the page (control+F5 on windows), or switch to http or https.
