Description:
When the user is in the FTE mode and has the SIM PIN “ON” previously set. The title "Type your PIN code" is not localized to Bengali

Prerequisites: SIM card PIN “ON”
Repro Steps:
1) Updated Buri to Build ID: 20140206004002
2) Set a Pin number for the SIM card
3) Reset the device from "Settings" to start in (FTE) mode
4) Select the device language to Bengali
5) Observe the “Enter PIN Code” page

Actual:
The title “Type your PIN code" is not localized to Bengali

Expected:
The title must be localized to Bengali
