Details

There should be a prompt for privileged apps if they try to access contact info.
By current testing, there's only prompt for writing but reading.

Al - I'm confused here. The backout in bug 853356 should allow the contacts API to have the permission prompt work for privileged apps. Is that not the case with the latest gaia & gecko?
