I suspect it depends on what the title is. If the title is "Test" the slug will have to try to put a date on it. If the title is something unique, it's working fine.

So I think it's not a bug. Arguable, if you EDIT the title and haven't yet specified a specific slug, perhaps it should re-attempt to update the slug. Yeah, I think that's a good use case.
