I recently started dogfooding. I have a Nexus 4, 1.4.0.0-prerelease. I've started receiving texts from people, but I cannot scrollback through the messages to see previous messages.

Repro Steps:
1. Receive enough text/SMS messages to cause scroll
2. Open Messages and attempt to scrollback to see historic messages

Actual:
The screen is stuck, does not allow scrollback.

Expected:
The user is able to scroll back and forward in time to see all messages in a thread.

Environmental Variables:
Device: Nexus 4 v1.4 master build (260effa7)
BuildID: 20140207084644
Platform Version: 30.0a1

Notes:
Repro frequency: 1 device, 100%

So its not just in SMS (and Contacts), it appears to be a general issue. I get it with the Facebook application, the Browser, etc.

Not sure if I should make a 'master' bug and dup this and 969567 to it.

Yep this is actually bug 969810.

In the mean time you can try to disable APZC (it's in the "power menu") although you could see minor issues doing this.
