"plugin not responding" dialog tends to hide behind browser windows

User Agent: Mozilla/5.0 (Windows NT 5.1; rv:24.0) Gecko/20100101 Firefox/24.0 (Beta/Release)
Build ID: 20131205180928
Steps to reproduce:
No real idea what triggered it, but a plugin hung.
Actual results:
Firefox acted hung, with no indication as to why, until I either spotted plugin-hang-ui.exe in Process Explorer or I just remembered to look for it's dialog on the taskbar, and I dismissed it
Expected results:
It would be nice if this dialog wouldn't be quite so unobtrusive.
Ideally it would be permanently above firefox.exe's windows if those windows aren't going to be responding anyway until it's dealt with, but bug #834127 gives me the impression that this would be hard to do without deadlocks.
I'm also assuming you already try to raise the window initially, and either it isn't working, or it does "work" but I soon cause something else to be raised above it.
Perhaps it could do that thing that (traditionally, at least) makes the taskbar button blink? (Is that FlashWindow() <http://msdn.microsoft.com/en-us/library/ms679346%28v=vs.85%29.aspx>?)

Well, it very much is *not* happening for me in Firefox 43.0.4 32-bit on Windows 7 64-bit; the dialog stays firmly above the relevant Firefox window.
Unfortunately, it's not terribly convenient for me to try it on XP anymore, but it's fairly simple to test: I just went to a page that had some flash content on it, suspended one of Flash's own helper processes using Process Explorer, and went back to the page to provide enough input to make sure that the hang was detected. (And then tried to click on the window underneath the dialog to see if I could get the dialog to hide behind it.)

Preference is to have a detailed test case.
Also note on XP FF 43, I am unable to reproduce any errors with Plugins
