The Sync button still exists in the customization pane. In the new accounts-based sync world, we have permanent UI in the menu panel to open sync options and show "signed-in" state.

Do we still need the Sync button?

The Sync Button for customization in legacy Sync is for adding a toolbar version of Tools > Sync Now.   There was always some level of interest in having visual feedback while a sync is in progress, which the button does provide. It would be interesting to get some FHR data on what the usage of that customization actually is for legacy sync users.  I don't know if that data is even available.

idea: 

since this button is used to initiate a sync can we change the title copy to 'Sync Now' when a user is connected to Sync?

We've decided to keep the sync button for now, since it's kind of late to remove it and surprise people, and will fix the crappy-looking animation in bug 940844. It's likely in the near future it will be replaced with something more useful, anyway.
