Details
In order to give a user admin privileges in the admin panel, that user must have completed profile information. We should not make that a requirement for admins - a user record with profile information is only required for users in the Reps group.

I'm interested to know what tasks are required to happen within the admin portal, that cannot be done through the normal website interface.
The portal has been designed in a way that the admin panel is not required to be fully used. All functionality is exposed in the normal site and if not we should file bugs and do so. The main argument to do so, if that ReMo is a community driven program and thus non-staff should be able to become admins. Non-staff don't have LDAP accounts and therefore they cannot access the admin panel. To solve this we expose all "admin" functionality in the normal site, given that the user belongs to the "Admin" group.
Moreover doing changes within the admin panel can and will break things. We should not do changes through the admin panel.
These being said, why do we need to add more people to the admin panel?

I don't think we need to add more people to the admin panel, but there is a small need for people to be in the "Admin" group.
The reason I filed this bug is because hoosteeno is not a Rep and I wanted to add him to the Admin group. I looked him up in the admin panel and tried adding him to the Admin group. I got an error message saying that I needed to complete other fields (City, Country, lat, lon, email, etc) in order to add him to the Admin group.
I resolved the issue by completing those fields. My enhancement suggestion is to only require those fields for users in the Reps, Mentors or Council groups. They would not be required for Admin group members. It's just an enhancement idea though.
I'm okay with marking this as wontfix too. It is a small issue with a simple workaround.

Since this is a rather special case and all the administrator tasks are handled throught the portal, I am closing this bug as wontfix.
