969881 - All "Help" links in the header and footer of pages point to inexistent files

Since we moved to reST, all Help links are no longer valid as xmlto and Sphinx generate different file names.

Good work! There are a lot of these, aren't there? r=gerv.

If and when we do a blitz reorganizing and updating the docs, we may need to change some of them again. But in the mean time, it's right to fix them for what we have now.
