User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/32.0.1700.107 Safari/537.36

Steps to reproduce:

Performed an action which resulted in an email notification being sent to a user on the CC list of a bug.


Actual results:

The user saw himself as the 'To' recipient of the email in his client, and concluded that the email about the bug was for his specific attention.


Expected results:

It would be preferable if users on the CC list who are not the assignee or the reporter saw themselves as 'CC' in bug notifications, with either the assignee or the reporter or both as the 'To' recipient. This would make the way Bugzilla email notifications work more intuitive to users who are very familiar with email communications, but less familiar with Bugzilla.

We cannot send one email to several people at once, because what they get in the email depends on their permissions. Some field values are only visible to some specific users, including comments and time tracking fields.
