Well, after some research about this pdf file:
Creator - Win2PDF 3.0 http://www.win2pdf.com
Producer - PDFlib 3.03 (Win32)
Format - PDF v. 1.3
Optimized - No
No embedded fonts.
The PDFlib 3.03 dated to 2000 (!) :
https://groups.yahoo.com/neo/groups/pdflib/conversations/topics/2358
I was not able to find a later changelog to check if some related bug was fixed.

Not sure when this was fixed, but look fine to me on Ubuntu now with Firefox 81. If there are still issue leave a comment and I'll re-open.
