Details
Minimally, we need a UI element (perhaps on the Developer menu) that allows users to indicate that a call is of exceptionally poor quality. This will gather relevant statistics and send them to a server for collection and analysis.

Maybe what we really need to expose here is a "That call sucked" _API_ that causes the user to be presented with the option to submit a failed call report. The app may have a better idea of when things are broken than we do. There are some cases that are totally clear-cut (say, total ICE failure), but it would be nice to allow the app writer to help normal users give us reports when stuff goes wrong.
