Tapping "Alt" now causes my entire screen to shift down about 1cm, then tapping it again makes it shift up. This is pretty jarring visually, and treats a modifier key as something other than a modifier.
Pressing Alt should make the menu bar appear. Sounds like you're seeing the intended behavior.

Perhaps it is intended, but it's problematic - it is like the windows "Start" key that will shift the focus of the screen when you press it, unlike the usual behavior of modifier keys (that only modify other keystrokes). My keystrokes after tapping alt go to the menubar instead of their intended location.
I don't understand what you expect Alt to do if you press and release it without pressing some other key in the meantime.
I expect it to do nothing, just like any other modifier key.
Why do you hit it in the first place then?
I switch between OS X and linux quite frequently. On Linux, a new tab is ctrl-t. On OS X, it's the fingering equivalent of alt-t. So sometimes on Linux I'll hit alt, realize the error of my ways, and hit ctrl. That used to do nothing, as expected. Now it causes my entire viewport to shift and changes the keyboard focus.

This is just so wrong. And no other app on Gnome does it - I said Gnome, not Ubuntu/Unity/whatever. And yes I use alt-Tab all the time and all the time in Firefox it make the whole thing change / relayout. And we have F10 for the menu bar, and the goal of Australis was to make this UI artifact no longer needed. (yes it has been in there for so long, and the fact that there is a preference show that it can be easily fixed by changing the default preference)
