"Clear" button disabled

When you have the "Clear private data" modal window visible, taping the "Back" overlay button will dismiss the modal window and move back to the previous tab. You'll notice that the "Options" flyout is still visible and the "Clear" button is disabled. After that, every time you slide in the "Options" flyout, you'll notice that the "Clear" button still disabled. If you disable/enable "Browsing History", the "Clear" button will return to it's correct state.

Steps to reproduce the issue:

1) Open fxmetro
2) Once opened, visit wikipedia and select a few links (make sure you're few levels into wikipedia)
3) Slide in the "Windows Charm" and select "Settings -> Options"
4) Once the "Options" flyout is visible, tap on the "Clear" button
5) At this point, the modal window should be visible
6) Tap on the "back" overlay button on the left hand side of the screen
7) Notice that the "Clear" button is disabled. If you open a new tab and slide in the "Options" flyout, the button will still be disabled

Current Behavior:

- When the "Clear private data" modal window is opened, selecting the "Back" overlay will disable the "Clear" button under the "Options" overlay

Expected Behavior:

- Once a modal window is opened, we should disable the overlay buttons until the user deals with the modal window.
