We need captive_portal.js to be instantiable and let bootstrap or its parent module to instantiate it.
Also jsdoc + unit test improvement wanted.
Would this mean that the captive portal would be in a separate window from say a yelp webapp?  The problem I find is that if you hit the captive portal and select a different wifi connection, the webapp has to be closed and reopened in order to work properly.
