We need popup_manager.js to be instantiable and let bootstrap or its parent module to instantiate it.
Also jsdoc + unit test improvement wanted.

bug popup-window would deprecate popup_manager but we still leave this opened until it lands.

According to Bug 961800, PopupManager will be rewritten in the near future so it seems that we don't need to address this bug at this moment.

Just in case, here is my WIP version.
