On Mail window, the message is not reloaded when selecting the charset menu.

Steps to reproduce:
1. Launch Mail.
2. Select a message, then select View | Character Coding | <any charset>
    The message is not reloaded.
     Due to this problem,  the message view can't be corrected by manually
selecting the charset menu.

It looks like a charset menu problem. On Mail window, I can't switch to
different charset by selecting the menu.

Same problem on HTML composer, but not on Navigator window.
