After a discussion between myself and Peter, we have decided to implement a progress bar on report list to indicate the status of the loading tabs.

QA STEPS -------- Navigate over to the report list page. As the various tabs' content loads in, you will see a progress meter loading (youtube style) just below the navigation/header to indicate the total loading progress of all tabs. Once all tabs have been loaded, the progress meter will reach 100% and will remove it self from the UI. Switching between tabs, should not have a negative impact on the progress meter i.e the meter getting stuck, or reaching 100% prematurely.
