* Reproduce Steps
1. Flash device to v1.0.1 build from PVT
2. Change update URL to http://update.boot2gecko.org/inari/1.3.0/nightly/update_20140211190620.xml
3. Launch Usage app
4. Follow the introduction to setup the configuration.
5. Enable "Mobile usage" and "Wi-Fi usage" in Usage page.

* Actual results:
1. "Wi-Fi usage" is disabled after updating.

* Expected result:
1. All settings should be kept after update.
