FOTA updates shouldn't remount /system as read/write

Currently on B2G, the updater remounts the /system partition as read-write for both OTA and FOTA updates. There is no need to remount the /system partition as read-write when performing a FOTA update since the .mar file is expanded in either /sdcard or /data. It's the recovery ROM that actually does the writing to /system.

Dave, I'm making the call that Bug 959327 will need to block landing additional B2G fixes until it is fixed.

Makes sense. This bug isn't really a high priority, jsut something I noticed since I was doing some FOTA tests. Bug 959327 sounds alot more important.
Depends on: 959327
