release 24.3.0 is always blocking remote content, even when remote content is allowed for the sender. also, there is no message asking if remote content should be displayed.

Steps to reproduce:
I tried to open and read mail containing remote content from senders for which the display of remote content was/is allowed.
Actual results:
no remote content was displayed.
no request to display remote content was displayed.
clilcking on the remote content item opened the email in my (thunderbird) browser
Expected results:
either the remote content should have been displayed (if the sender was so tagged in my address book),
or there should have been a request to show the remote content, and, optionally, tag the sender as allowed to show remote content
In other words, act in the same manner as the previous release!!!!
ps: I attached (screen save of) an example email. I want to attach a similar screen-shot of my address book but I don't see how.

I think that's the replacement image for "broken image" showing... So likely it's working ok but can't just show what the image is.
If you have a test case, please attach that message as .eml.
