Tapping on the URL text under the Navigation App Bar will produce three different monocles. This doesn't happen all the time, but it does happen often enough to notice. I've reproduced this issue on Nightly, Aurora and BETA builds (listed the builds below)

Steps to reproduce the issue:

1) Open fxmetro
2) Open wikipedia.org and select a random article from the front page (doesn't matter which one)
3) Once loaded, tap on the URL text under the Navigation App Bar
4) Keep taping on the URL text and eventually three monocles will appear rather then the two

Current Behavior:

- Taping on the URL text field will sometimes display three different monocles

Expected Behavior:

- There should only be two monocles that are displayed when a user taps the URL under the Navigation App Bar

Found the issue using the following builds:

I get weird behavior when the taps are close enough to trigger double-tap select all, but I'm not sure that behavior is wanted.

We should define the tap behavior for the url bar explicitly, fix any bugs and write tests to confirm its always working the way we expect it. I think this can break pretty easily since selection behavior is controlled by front end script in some cases.
I've seen the third one happen a few times were the entire URL was highlighted but only a single monocle appeared. It usually happens after the first initial double tap once the user has a single monocle and than double taps again (sometimes you'll get a single monocle and sometimes you might get three)
