Preferences panel doesn't display scrollbars (and shows large empty space) when expanding preferences list in certain order

Details
When expanding the preference list in a particular order, scrollbars are not
added to the preferences panel (when they should be). Instead, a large empty
region of space appears. Since this sounds pretty cryptic, here's the steps to
reproduce and see for yourself:
1. Open Preferences panel (Edit->Preferences)
2. Click on triangle icon next to "Advanced" to expand that.
3. Click on triangle icon next to "Privacy and Security" to expand that.
Result:
The "Advanced" set of preferences is no longer visible, not accessible since a
vertical scrollbar hasn't been added. Moreover, at the end of the expanded
"Privacy and Security" list of preferences, there is now a large region of white
space.
This is always reproducible. I'm running Mozilla 0.9.3.
