steps to reproduce:
1. Go to MP_Production
2. Go to: Debug
3. Set the Region Overide to: "No region in search"
4. Set the Carrier Overide to: -------
5. Log in: drummer.alan+ff1@gmail.com
6. Search: Paid
7 .The Paid apps are shown, but are not available
Expected behavior:
the user must have the option of buy all the paid apps on Carrier billing, when the user enters " :Paid "
Observed behavior:
the payment applications are not available to the user, when the user enters " :Paid "

what happens when you have Region Overide to: "No region in search" and carrier override to "telefonica"?
is the same behavior "The Paid apps are shown, but are not available"

We have decided not to support the testing of apps on production in this manner.
