Major release versions shouldn't require the third value

Details
We refer to major versions with only two digits:
26.0
27.0
and so on.
ESR and stability releases use the third digit:
26.0.1
27.0.1
24.3.1
So it would be a nice enhancement to make it not necessary to enter a third, useless 0 when creating a new major release.

Fixed as part of https://github.com/mozilla/nucleus/commit/edc2468045becc0a279711f8b3a57055fd1f3752 and deployed to production.
