Steps to reproduce
--------------------------------------------------------------------------
1. Launch Settings
2. go to Date & Time
3. Change Timezone
4. check the system time on the status bar
   If it is the first time user changes timezone, system time will change.
   --> But if it's not the first time, system time will not change. But the "Date" and "Time" section will change. 

*****Note: This is a regression from V1.2.*****
