It's currently awkward to hack on devtools extensions if you need access to existing devtools code, you need both the devtools loader and the sdk loader.

We should only have 1 loader.
The strategy instead will be to expose high-level apis to sdk developers ( we should document how to get access to the devtools loader as well ). This will work for the time being, maybe in the future the devtools loader will get less complicated.
