There should be a preference for popup windows. These are some scenarios that
should be fixable:

1. Viewer doesn't like any kind of pop-up advertising, but wants to be able to
use sites that use popup windows to display information (e.g. JavaScript Web Libs).
2. Viewer doesn't want a popup window to appear when he leaves a website or
closes another popup window.
3. Viewer doesn't want popup windows at all.

Although there are filters, some control over new windows should be given to the
end user without need for an add-on program. I think a preferences pane with
options like these would fill this need very well:

(*) Always display popup windows
( ) Display popup windows unless they load when leaving a page
( ) Display popup windows only when opened through a mouse click
( ) Never display popup windows

There could also be a limitation on popup windows, for example:

[ ] Limit each page to a maximum of [ n ] popups
[ ] Limit popup windows to a maximum of [ c ] children windows

Those should both be disabled if "Never display popup windows" is selected. Yes,
the values for these options can be zero.

A similar set of options should be considered for alert/confirm/prompt windows,
but should be kept separate from this bug.
