We have more locales with the partners page than locales for which we maintain a PR blog. Currently the titles for the press releases are provided by the PR team and hardcoded in the view, if there is no press blog in your language, there is no provided translation for the title and the string appears in English which looks bad, especially for locales that don't use a Latin script (we have Japanese, Chineses, Cyrillic and Korean on this one).
I am going to provide a patch to allows the title to be translated by localizers for locale for which the PR team doesn't provide the translation.
