Details

The Foopies collect watcher log files (created by watch_devices.sh) and these should be visible from Slave Health. This allows faster troubleshooting of mobile devices.
Also would be useful to collect error.flg files and display these too in Slave Health. For both of these (watcher.log and error.flg) - if they do not exist, of course they would not be displayed.
I've always wanted a per-foopy view (same as I wanted from slavealloc), which I *think* should be doable without needing to pull in any extra information sources. This would make it easy to see when a foopy was a root cause of something. Ironically, the old tegra dashboard used to display the error.flg for tegras, but it was always out-of-date by a delta of ~20 minutes which wasn't particularly useful. If we did this again now, I'd want to make sure that: a) we retrieved this information via slaveapi/relengapi so it's as fresh as possible; and, b) it still had some applicability for pandas. I don't want to spend tegra-specific effort now only to remove it in 3 months.
