steps to reproduce:
1. Load https://marketplace.allizom.org/curation/collection/this-is-a-test
2. Try to move an app to the top of the list


observed behavior:
It is easy to reorder the list of apps but I couldn't move an app to the top of the list. See screencast

okay, here's more STR:

1. Load https://marketplace-dev.allizom.org/curation
2. Click on 'Add a new featured collection'
3. Add a new collection using a unique combination of region and carrier
4. Click on 'Add app to collection'
5. Search for "twitter"
6. Add all the apps listed in the search results
7. Try to reorder the apps by moving an app to the top of the list

Moving the app to the top of the list after adding a bunch of apps to the collection doesn't work. However, revisiting the same collection later and trying to reorder apps is successful.
