I can receive email from my charter.net account. I cannot send. I have set up my new windows 8 laptop to mirror the set up in my old windows 7 laptop. It still does not work. I have version 24.3.0

Select tools->account settings ->Outgoing server (SMTP) (in the left tree) and set up your outgoing server charter.net in the list or servers there. Then in tools->account settings-><account> see the "Outgoing server (SMTP)" dropdown and choose that server.
cvanderheiden has not responded, so I'm going to assume this was a support issue that has since been resolved. For future reference, support can be found at https://support.mozilla.org/en-US/products/thunderbird where you can also post questions.
