976762 - Build a "Top Affiliates" block

Description

Reference the file "index-desktop" in bug 972909 and the homepage design in bug 945866. 

Specs: 
* The top affiliate is the one with the most clicks overall
* Clicking on "see all" takes you to leaderboard page (which is public)
* Clicking on an affiliate name takes you to either public profile or website
* The picture is a gravatar; if no gravatar exists, use the default gravatar for now. We can ask design for something better if they have time.

:chelsea, can you please let us know whether clicking on an affiliate name in the leaderboard takes you to a public profile, or to the affiliate's website?

Craig and I had an IRC chat about it and would it be possible to include both links in the leaderboard? A profile link for all and those with a website could have a little "website" link under their name. 

Could that work?

This was initially handled in https://github.com/mozilla/affiliates/commit/34220b6fdbe87591f64dbe90fdd602f6c9927c65 and subsequent commits polished the styling and such up.

This bug is incorporated in the Affiliates 2.0 release currently live in dev: https://affiliates-dev.allizom.org/
