976782 - Build milestones data and display

Description

Reference the file "dashboard-desktop" in bug 972909 and the dashboard design in bug 945866. 

We'll need to build the data for milestones defined in bug 976780 and display them to users from both ends of the leaderboard. Alternatively, we can hide the milestones block for users who don't have any milestones to speak of.

Next Wednesday? It's not a hard deadline but it's blocking work on that particular feature, so having it by then or earlier would be lovely. :D
