We should make sure we're testing a more complete matrix of policy OID present vs not present, OCSP URI present or not present, cert chain contains intermediate vs chains to root, root is untrusted/distrusted/trusted. In particular, I noticed that test_ev_certs.js passes even when I comment out the call to CheckCertificatePolicies in insanity::pkix!
