On Windows, post-mercurial-setup hgrc without patch:
[extensions]
bzexport = c:/Users/Ed/.mozbuild\version-control-tools\hgext\bzexport

With patch:
[extensions]
bzexport = c:\Users\Ed\.mozbuild\version-control-tools\hgext\bzexport

As long as the `hg` process invocation can handle backslashes for local filesystem paths, this should be fine.
