(Whiteboard: [translation])

In order to tell Firefox not to translate any pages, a checkbox needs to be added to the “Content” tab in the browser preferences, underneath the “Languages” heading.

This checkbox should read: [X] Offer to translate pages written in other languages into my default language

Acceptance Criteria:
* Checkbox labeled “Offer to translate pages written in other languages into my default language” appears on Content pane in browser preferences
* User can check or uncheck checkbox
* Checkbox label text is localized to user’s default browser language
Whiteboard: p=0 → [translation] p=0
This was implemented together in bug 976574. Only difference is the string posted in the mockup there is different ("Translate Web Content"). The mockup there is newer so I assume that's the string to go. In any case, if it should be different it can be mentioned there.
