We need to build a way for people to generate text-only banners

We decided in meeting today that text banners can be 140 characters max.
Copy for text banners for Desktop and Android with localizations: https://docs.google.com/a/mozilla.com/document/d/1yqcn6i_DwkUw5yCko8aCGyejv-lXteYP5xhEmCXNQmw/edit There are two for desktop, fwiw.
This bug is incorporated in the Affiliates 2.0 release currently live in dev: https://affiliates-dev.allizom.org/
