removing sync account doesn't clear tabs from other devices view

Details

1. on android - setup sync 1.1 with an account that has tabs from other devices
2. then sync, confirm tabs from other devices displays other tabs
3. remove account from settings > accounts
4. quit nightly and restart 
5. look at tabs from other devices

actual: tabs from step 1 are still display in TFOD.  Setting up new sync also doesn't over write TFOD

expected: tabs from other devices shouldn't show any URLs
